That's pretty much how it went.

Where I don't agree with them is they took the liberty to add a charge for the second device without me getting a chance to approve it.
Technically it should be trivial to show a pop up with the message, 'this is not the device of the contract, would you like to continue at price X'.
Because they don't implement this obvious and trivial step they are scammers.

Yeah, I agree with that. At the W Hotel in SF (where I usually stay when I go there), the Internet system does pop up the extra device notice.
