Yes. All that does is bring you to Hangouts. google-talkplugin is another issue. I've since found out its related to pepper "ppapi" that replaced "npapi"(Netscape).

Opera-developer now can use google talk plugin, with the new update:
Version: 27.0.1683.0 - Opera is up to date
Update stream: developer
