A major problem you (I speak as an outsider) have with Congress is the setting of congressional district boundaries. These have been carefully manipulated in recent years to make mostly safe seats. Then, congress representatives are no longer answerable to the voters on election day, but to their parties' selection processes, which discourages moderation and compromise, and drives representatives toward the extreme end of their party. It's much easier and cheaper for lobbies to cultivate (buy) activists in party organizations than voters, because there's fewer of them, and it's much less open. Fringe groups like the Tea party have much more influence than their voter appeal.
There should be constitutional safeguards against that stuff, and an independent, apolitical body should set the boundaries, like is done in less corrupt democracies.
