Isn't there an old Army proverb: "There are two ways to do things. The right way and the Army way."?

I came from the banking industry to the DOD/Navy and the difference is night and day. We could get things from concept to production in a matter of days, but the government is layers and layers of crap. By the time you finally get to launch something its outdated. Heck they're still on xp.
