Can someone tell me how to use this hotkey?

I just got a new KVM, I have it connected- it works. I don't get the hot key instructions though, [Scroll Lock] [Scroll Lock] + [F4] [Enter]

What does that mean?

You tap your scroll lock key twice, then whichever key sequence to perform whichever task.

[Scroll Lock] [Scroll Lock] then [ENTER] switches between outputs, for example. 3 keystrokes

I am reading [Scroll Lock] [Scroll Lock] + [F4] [Enter] to be 4 individual keystrokes.

This shouldn't be this hard. I tried both [Scroll Lock] [Scroll Lock] then [ENTER] & [Ctrl] [Ctrl] then [ENTER] with 2 keyboards, nothing worked. I can switch with the external switch though.

I read it as:

[Scroll Lock]
[Scroll Lock] + [F4] ---> at the same time
[Enter]
