Retro indeed. IF that is a real screen scrape than then Win 8.2 has just taken a giant leap into the .............. past!
The "Start" button looks like it was made before TrueType Fonts. The graphics appear to be straight off of the "Bob" desktop.
Blocky tiles with lots of white-space? Whom do they view as their target market?

I can't believe that is a real Win 8.2 screen snapshot.
