I noticed that yesterday was scheduled for the 12.10 RC but saw nothing available to be downloaded. Am I wrong in thinking that it would be a public release?

In essence the daily builds from Beta 2 to now are the de-facto RCs. Usually there is a separate RC but sometimes the last beta becomes the RC for release testing purposes if they are where they want to be - which allows more usage and testing, since the RC is usually put out only days before release.
