You can count on web sites which are the sources of dissenting opinion or competing news information being shut down, while those with "IP content" and "official" news will be allowed to continue operating. For examples of this model of control consult the methods used by Cuba, China and Iran, and attempts by Chavez to follow them. Since Chavez controls the radio, TV, papers and the GUNS in his country he is sure to succeed in shutting down access to Twitter and other social networks which contain content he disagrees with.
