You want the equivalent of ActiveX on Kubuntu? No. Please, no. Sorry, but I hate this idea more than I can even express.

Umm activex?!?!? Not to be rude do you know what apturl is? Read up on it here.
ActiveX is a form of scripting, apturl just tells firefox how to handle apt:// links, it's a protocol handler.
Here's the launchpad page as you can see apturl has been a part of Ubuntu since at least gutsy https://launchpad.net/apturl/
Apturl is installed by default in Ubuntu firefox but does not install in kubuntu when running the firefox installer. apturl allows you to click install files from say the wiki, or a forum reply over at ubuntuforums.org. Everything that you can install would already be available in your repository.
