Without an in depth examination, I would suspect that both of those are Linux distributions with wine preinstalled. They both talk about importing settings from the browser and such, but you can do that now.

Yep, I suspect they both use Wine combined with configurations files customized for specific apps. I'm only guessing though, because I can't find any detailed information at all on the Linux XP website linked above.
I suppose it is conceivably possible that Linux XP uses proprietary libraries officially licensed from Microsoft. That would be very strange, but maybe they could do it if they are under contract to reveal nothing about the inner workings of their compatibility.
It's just difficult to know anything about it since there's no detailed information available to the public at large.

As of Linux XP I tried searching in wikipedia which describes it in the first line as :
Linux XP is a shareware Linux distribution designed to imitate Windows environment using GNOME desktop; it can run some Microsoft Windows programs using Wine compatibility layer.
