Taskbar keeps freezing and desktop environment keeps resetting

The past few weeks, the task bar on my Kubuntu installation keeps freezing every few minutes. Sometimes it turns entirely white or disappears. After a few minutes, the whole screen blinks and it seems to reset.

I'm unable to find any indication of a problem in the logs I know how to check. Where do I begin troubleshooting this?

Without logs, I suggest creating a new user and seeing if the problem is user related. If it is, usually removing /home/USER/.config/plasma-org.kde.plasma.desktop-appletsrc will fix it. You'll have to redo your desktop set up.
