I have always had Kubuntu Backports PPA (not Extras) enabled in all of my Kubuntu installations for years - so yes, I tried it as I installed this Plasma update yesterday and I have no issues (and I also use Plasma 5.27.1 on several other distributions without issues by this time - only some graphical bugs with an older third-party Plasmoid). Other people reported some issues with Latte Dock and Plasma 5.27.x.
I have never had any problems with the content of Kubuntu Backports PPA by itself (other people's mileage may vary, of course).
The installation instructions are on the Kubuntu Backports PPA website.
It it important to use sudo apt full-upgrade afterwards and not just upgrade (one should not use that anyway in *ubuntu). Or use Discover instead of CLI.
One can install ppa-purge before and use it to revert to the previous state of your installation if one wants to get rid of the backports.
Or use a Timeshift system backup.
Or use btrfs with snapshots as your file system.
Or use a Clonezilla volume backup.
Or …
One should always have a backup, no matter what.

Why would it be? If I understood him correctly claydoh wrote that the problem with wine32 only affects KDE neon in combination with a recent digiKam's dependencies. digiKam is not in the Kubuntu Backports PPA, perhaps due to its own release cycle?
