I figured out the cause behind my 2 persistent problems with Kubuntu
Problem 1: Opening web links from applications doesn't work, a blank page icon shows up in the panel and quickly disappears.
Problem 2: Adding applications to panel as a widget doesn't work, the same blank page icon shows up and disappears when the widget is clicked.
Before the blank page icon disappeared, I managed to hover over it to get the tooltip to pop up and it said "WSLView Web Browser" for both. Why is this thing hijacking links on my system? Is it safe to remove?
I removed the wslu package and both of these problems disappeared, however after rebooting it asked me to install language packs and I obliged, and it ended up reinstalling wslu for some reason.
