Is it risky to update the UEFI settings as per this message? I keep unchecking it until I know M$ isn't trying to screw me again.

My take on it is this:
If you use Secure Boot, and you are using Windows, it sounds to me as if you should update the UEFI_dbx to version 217.
If you set Secure Boot to OFF in the BIOS, then there is probably no need to update to 217, but it shouldn't hurt to do so.
My case:
No Windows.
Secure Boot is always OFF.
=> I probably do not need 217, but I took the update anyway.
BUT ... you have to update to 217 in a certain way!
=> see my link.
