Just got this ultracheap Lenovo Ideapad that has Celeron N4020 processor. IRQbalance package is installed by default. Do I need this package on this dual-core Celeron?

Try it and see?
Being installed doesn't necessarily mean it is running at all, though it probably is., I would assume. Likely it isn't hurting anything, or isn't noticeable.
I can't recall if I ever did this on my Celery 3xxx Chromebooks in the past, it seems likely but I don't actually remember, so it may not have been useful or noticeable.
But disabling is easy, as is re-enabling it for comparisons.

I'm no expert, but AFAIK, irqbalance is to even the load between multiple logical CPUs. That CPU has no logical CPUs.
It's probably installed by default because so many newer CPUs have logical CPUs (16 here). On the other hand, I seriously doubt it has any negative impact to your install.

Uninstalled IRQbalance and I could see the system boots up and shuts down a bit faster, maybe by 1 sec. So far, I see no bad side effect after uninstalling that package. Just one question, by 'logical CPU', do you mean cores with hyperthreading?
