Stop mouse scroll switching desktop permanently

I can stop the mouse scroll switching desktops by right clicking on the desktop, select Configure Desktop and Wallpaper, then Mouse Actions, followed by changing the Vertical Scroll to Paste. But this only lasts the current session. On rebooting the mouse scroll switches desktops again. Is there a config file to edit or other means to disable scroll desktop switching?

It is supposed to stick, the setting directly edits the file ~/.config/plasma-org.kde.plasma.desktop-appletsrc, An [ActionPlugin] entry with wheel:Vertical or similar.

I suspect the file has been corrupted, or more likely has changed ownership - often an after effect from running something with sudo that shouldn't have been.

      Thank you claydoh

I had that file set read only (explained below). Making the file writable, setting scroll to Paste, resetting the file to read only fixed the desktop mouse scroll issue.

The reason for setting ~/.config/plasma-org.kde.plasma.desktop-appletsrc to read only is as follows:

I use Folder View on the desktop. If I arrange the icons, lock the icons using desktop function and re-boot, the arranged icons are scattered over the desktop, and the folder containing the icons is stretched vertically with a scroll bar on the right side. The scroll bar does not move the wallpaper which is screen size, only the icons, which are on the folder layer.

If I set the icons in preferred order with the above file read/write, shut down, set the file read only before booting, the icon stay in place. However the icon folder cannot tolerate icons in the bottom row, which is annoying. I have not been able to find an explanation for the corrupting of the file on booting.

It isn't corrupted, just a possible reason for settings to not stick. Having the file read-only is the actual culprit

Do you mean the desktop layout (the default layout), or the desktop Widget of that name? I assume the latter, since that iirc is the only way to have a folder with a scrollbar on the desktop. The wallpaper doesn't move since it is underneath the widgets, if you will.
I can't say how or why this is getting stretched out, but icons and widgets on the actual desktop moving about is not an uncommon bug.I think this has improved in more recent Plasma versions, but I can't say. I am one of those who abhors icons, and even widgets in most cases, on the desktop.

I think your "lock in place" setting from the desktop settings only would have an effect on those not in that Folder View widget, but only if they are directly on the desktop.
The Folder View widget itself should have the same option, which you can get to by left-click-and -hold on it until the resize buttons and the configuration bar pops out. I wonder if this might help.

When I stated the file as being corrupted, I was referring to something modifying the file during booting. Making the file read-only after shut down ensures it is not modified (corrupted) during the boot process, which suggests the problem lies elsewhere.

The Folder View mode is not a feature added as a Widget "per se". It's installed in the Desktop Settings option: Desktop or Folder View. Unlike a Folder View Widget, it appears as a transparent layer over the desktop background with files, folders or links displayed as icons.

The file ~/.config/plasma-org.kde.plasma.desktop-appletsrc lists all the Folder View icons and their position. When the file is set Read-only, the icons stay where they were placed. If the file is set Read/Write they scatter on rebooting. The question is why?

It isn't a layer, per se. It is essentially/sort of a Dolphin window displaying a directory. The scroll bar you see makes me think it was a Folder View widget, so I mention both to seek clarifgication. I mentioned corrupted files as a possible cause myself,m though this is not likely imo.

May have useful suggestions, but there won't ever be a fix in Plasma 5.24, since it is no longer supported by KDE.

Oldies from here, but possibly still relevant:
