Kubuntu Panel not loading on boot

Just to let you know. As soon as I look away the 2nd Panel, within 3 boots this problem happened right away

Just to follow up on this

There is the same issue reported on KDE forum with plasma 5.26, so apparently not reported bug and therefore no fix.
Mine is 5.24.6 and I was hoping that issue is dealt with with some upgrade because I was not having any issue after some update at the end of September untill last week.
In my case alt+F2 is not working if the shell is not loaded prior to that.
On some occasion it will load Krunner after extensive period of time but with no ability to run anything from its line.
