I discovered after switching from the ugly default Kmenu to the Cascading style one, that hitting the win/meta/super key no longer opens the start menu. If you go to "configure application menu" and try to set it as a shortcut by itself, it wont be accepted.
The fix it seems is to add <alt><F1> as the key stroke. Turns out the meta key simply sends an <alt><F1> as a single key stroke, not as a unique "meta" one, so adding <alt><F1> allows the application menu to use it.
