Not to come across as harsh, but the issue is 'something' on your end.
claydoh already deduced what was causing this "on our end". Just ensure that you don't reenable the script blocker against our site and you should be fine.

I did adjust the setting I mentioned, before tomcloyd disabled his javascript blocker.
After he reported success, I reverted the setting back to its previous value.
Now he can't edit the title again.

What we need is a special user account for testing, or see if other users are able to edit their topic titles or not.
I am on the first one

I can see why there is a time limit on editing a topic title. As the URL for a topic contains the actual title, editing this changes the URL, which obviously breaks any links to the post made before the edits.
However, the forum software seems to handle this just fine from my test posts\

First, as Administrators, we aren't affected by the setting, even if I don't think it has the effect he is experiencing, re: the description of the setting I posted. But, I have a testing user account here; a non-Administrator; so I can test this out and report back.

Snowhog See my above links. I was unable to edit the title, after 10 mins (longer, as i forgot to check after that time lol)
Once I modified the setting to zero (disabling the timeout) i was able to go back and edit.
Though I have to run and check that I didn't leave the setting disabled ............

Just saw your 'tester' post. Also noted that the value is/was set to 0. All should be good now; crossing fingers!
