The Application Launcher which normally "springs up" from the lower panel has started to detach from the panel and appear at the top of the desktop in a somewhat mangled form. This is on a high dpi laptop, with a lower res monitor attached. It was working fine, and may again if I logout and log back in but very, very odd. Been using Kubuntu since the forever and never experienced anything similar. Any help and/or suggestions would be most welcome!

You post and interesting problem.
I have encountered problems with an HDMI display and "screen tearing". It has occurred with several iterations of Kubuntu and also on NEON.
The tearing has happened with several types of video cards and also several mother boards.
One really jarring situation was with a relatively new Intel board with onboard video.
The ..."appearance" was just...well..."harsh", something about the "appearance" of the text etc. It is hard to describe.
Changing the RESOLUTION did, indeed, cause tearing.
After fiddling A LOT... I IF finally settled on the following settings:
Animation speed in the middle.
Scale method: accurate
Rendering Background: OpenGL 2.0
Tearing prevention ("vsync"): Automatic
So, IF and I emphasize IF what you are experiencing is some kind of "tearing" problem and the OS is trying to repair it by "letting things move around" what I listed MAY, and I emphasize MAY help with the situation.
