What would be the main effect of adding the Backports ppa to Focal Fossa? Would it be likely to cause any breakages? I had backports activated on 19.10 without any problems, but since 20.04 is an LTS release, I've been balking at doing the same to Focal Fossa.

I added the Kubuntu backports ppa to focal two or three days after the final release and have had no problems whatsoever - until today at least… ;-)
One can always look up the current contents of the backports for focal at https://launchpad.net/~kubuntu-ppa/+...s_filter=focal
and decide (or guess) for oneself if it bears too big a risk.
Adding the latest Kubuntu backports resulted in the KDE Applications 20.04.0-versions of the Elisa music player, Spectacle and Okular for my system. All three of them work fine - and before that I have had no problems at all with Kubuntu 18.04 LTS and the corresponding Kubuntu backports for the last two years.Debian KDE & LXQt • Kubuntu & Lubuntu • openSUSE KDE • Windows • macOS X

get rid of Snap script (20.04 +) • reinstall Snap for release-upgrade script (20.04 +)

Possibly future major plasma version updates will be found there. I have not found if there will be much in the backports PPA for Focal. Being an LTS, 20.04 may just get minor updates to plasma 5.18, butI haven't found out yetI haven't asked anyone about it.
Adding it will do zero harm, and is actually an official way to get updates, particularly on non_LTS releases.
For LTS users, the kubuntu-updates PPA is where the normal minor point release updates will come from, before they eventually wind up in the official repos down the road.

There is nothing there for focal at the moment.
In any case, adding one of these will do zero harm. if Kubuntu keeps 20.04 to using LTS versions of Plasma only, there simply will be few if any updates in the backports PPA
So, if one wants LTS use the Updates PPA, if one wants the possibility of new major versions of plasma, then add the backports PPA.
