Hello.I am new to the Kubuntu world.For my children, I installed Kubuntu 19.10 in March 2020 but I didn't care that it wasn't an LTS.I have not necessarily watched the updates well and I would now like to switch to Focal Fossa but I cannot do it since I am in 19.10.Could you help me please ?Thank you.

Start with the above, and report any errors you see.
There may be issues, as 19.10 became End of Life last August, and the software repos for it may have been archived. Extra steps may be required
it is probably easier to install 20.04 fresh, or even jump ahead to 20.10.

I had already tried the info from this link: it tells me
Please install all available updates for your version before upgrading.
If you think it's better to do a fresh install I have nothing against it but I wouldn't want to lose the user configurations I had set up.
Is it possible to save them and put them back in the new installation?

Your /home dir has all your configurations and files. You can save the contents of /home/<your-username> and copy it to the new install.
The hidden folders .config and .local will have most of it, but others may be present depending what software you use - .mozilla for Firefox, as one example.
If you still want to attempt an upgrade, you will need to edit your sources.list file as described here

The codename for 19.10 is 'eoan'.
This may fix the error you are getting while attempting to upgrade, as the software repos were moved to a different url.
