Bug? Not really, perhaps a missing feature in Ubuntu/Kubuntu, maybe?
Ubuntu sends out upgrade notifications, there is no reason that they can't use the same mechanism to send out EOL notices as well.
The different LTS EOL timelines between Desktop variants and Ubuntu proper make this a messy task since at this level, it is not a simple task to determine if one is running Ubuntu or one of the Flavours.
But, as this polls the Ubuntu support status, it will incorrectly use the 5 year security support lifespan instead of the correct 3 year status for :LTS variants of Kubuntu, Lubuntu, Xubunut, etc.
This would definitely be a bug, or will be, when it lands on a Kubuntu LTS release.
