I don't presently have a task manager widget installed, and I noticed that the part of my panel where the taskmanager would sit (i.e the left part that has nothing on it) would turn black about every other boot, and I confirmed that another user was seeing this too. I'm not sure how many people have experienced it, but the fix is easy. With widgets unlocked, right-click on the panel, and check "Flexible Size". Then click on the panel cashew and on the adjustment dialog choose "Height". If you gently increase and decrease the panel height, you will notice a small "zone" where it turns black. So the fix is to set it either higher or shorter than that zone, and then "lock widgets" and it will look right.
