I seen many post this isssue and it's a bug according to kde.org's bug report.. but here's a simple substitution to "fix" this problem..
just add a "quicklaunch" widget to the panel in question.. then ADD all the ICONS you use the most/or want, then enable it to See ALL of them (i have 20 in mine) and make it 20 to show all, and make it ONE row. then put that on your panel (as if you were just dropping icons on there the regular way), then after reboot, log off, ctl/alt/bksp, itll NEVER change.. just hold your cursor on them and move them forward or back to the order you want them..
