Not without detailed information as to what is wrong. Your Ubuntuforums post says "the graphical kde setup dosnt load and i am stuck with text." This could be a RAM issue. In order to install Kubuntu with a Graphical Desktop, you have to have at least 256Mb of RAM, otherwise, you can not run the KDE Desktop.

oh nuts, gonna do a fresh install again (i cant go long without it, its hooked into all my crucial systems)....this time with the new downloaded cd....just hope i figure out what this was...will take a few hours to configure kubuntu back to what it was but one you go for linux there is no going back...

It does sound like a video problem. ATI cards are not famous for working "out of the box" with Linux. You'll need to get the exact model of with lspci and then search in Ubuntu forums for the right driver and setup.
