How can I adjust the translucency or color of the taskbar panel in 9.10 Karmic?

I have looked in the wiki and the forums and googled but can't find anything.

The only reference ( http://www.kubuntu.org/docs/kquickguide/C/ch03s07.html ) I can find is Panel Settings in the System settings but that is not there in my 9.10 install.

I have a hard time making out the icons and so on with the wallpaper coming through

6 month release cycle is awesome but for documentation, it must be a nightmare.

In KDE 4.x, you cannot (yet I think) set the panel translucency. However, you can try out different plasma themes that have different degrees of it, and other themes get their colors from your color scheme set in System Settings

where do I change the theme?
do you mean Window decoration or widgets or other?

In KDE3, the translucency was a hack, believe it or not. And it was even called a 'fake' transparency as it was more a tint, really

but to change/add plasma themes, you right-click on your desktop, and select 'configure desktop', there you can change wallpapers, etc as well.

In system settings, there is a themes settings area where you can also pick and choose which plasma theme you want for each plasma element if you want even more fine tuning.
Not quite as obvious as it could be, yet.
