It's a KDE-4 problem because I also tried with Sabayon Linux with KDE and same thing there too.
Now in Ubuntu 9.10 and effects etc. work just fine with twinview setup and Gnome.
Nvidia drivers are 185.18.16 and yes I have tested 190.x drivers and even 195.x beta-drivers too. Same thing happens, As soon as I apply Twinview mode on, the compositing effects goes OFF.
Tested distributions so far: Sabayon Linux with KDE4 - x86_64 version, Kubuntu 9.10 64bit and i386 version too. I'm quite sure it's KDE4-Nvidia related problem.

EDIT: with "compiz --replace" I can get compiz effects working so this is Kwin problem for sure!
