I tried installing Net Beans IDE 6.5 On kubuntu but nothing happens.Is there any code that i have to type in the terminal?

Apparently it should start with "netbeans", look at the entry in /usr/bin:
http://packages.ubuntu.com/karmic/all/netbeans/filelist

Guess you are installing netbeans though kpackage kit,
if this is the case then you need to switch to the command line.
sudo apt-get netbeans
The reason ?
Installing the JDK opens a cmd line window that asks you to accept the license
and this window does not appear when using kpackage kit.
remember once the window appears, use the tab key
to navigate through the buttons & the spacebar to click on one.
