The service i use is NOAA I live in the USA

My location, I enter the code from Yahoo USOH0386

cant find it it says, Ok my zip 44423 nope what next?

I selected the NOAA service and then entered "Lincoln" in the text box and did a search. My city was listed in the results and I selected it. The weather apps works well on either the desktop or the panel, which ever location you fired the widget tool from.

Yep. Always enter just the city name. No state, no zip.
