    what do i have to do to get kubuntu to open debian files like frostwire

    RIGHT click on the .deb and choose Install with Gdebi.

              So where did you download the .deb from and what version (number) is it?

              Have you looked at "FrostWire" on https://help.ubuntu.com/community/FrostWire . It makes the point that the program is Java based, so you will need Java installed. An easy way to achieve this is to connect to the internet, open a Terminal and issue the command:
              sudo apt-get install kubuntu-restricted-extras

                  open a terminal and type

                  Code:
                  gdebi-gtk
                  then click file and open then point it to your .deb
