can't access local 631 port

I'm trying to set up my HP printer but can't access the drivers. I get a try again message when going to local 631, it appears that the url is correct. I can access this on another box. This box is a remastersys of the working box. Any ideas to get things working? I should add that This install is JJ/KDE3.5

Otherwise, the HPLIP utility should be in the repo if the CUPS interface isn't right for you... but if CUPS really isn't running, then I don't think HPLIP is going to be much help...

Cups is not running. I found an old post on the Linux forum that doesn't seem to apply any more. There must be away to get it to work in JJ.
