K menu shortcut does not survive reboot

I am using kde 4.2.3 on an eee pc 1000. I created an .xmodmap file to change the windows key to F13 so I could use the windows key as the keyboard shortcut to launch the k menu application menu (Keycode 133 = F13 instead of Super_L). I added the .xmodmap file to my .login file. The shortcut works fine except it doesn't survive reboot. When I reboot the windows key will not open the k menu, yet when I open the menu settings tab, the shortcut field properly lists F13 as the shortcut. Yet the only way to make it work is to delete F13, and re-add F13 as the shortcut, save it, then it works. Until the next reboot.

Any ideas how to solve this?
