owned by uid 1000 instead of uid 0

I am trying to do improve some performance issues (Intel driver) in Kubuntu 9.4 as per the Ubuntu thread. The problem I having is that when I 'sudo kate /ect/X11/xorg.conf' I get the following output:

Error: "/var/tmp/kdecache-username" is owned by uid 1000 instead of uid 0.
Error: "/tmp/kde-username" is owned by uid 1000 instead of uid 0.
Error: "/tmp/ksocket-username" is owned by uid 1000 instead of uid 0.
QThreadStorage: Thread 0x8aaab48 exited after QThreadStorage 2147483641 destroyed

I have looked through many forums, but I cant' find one that addresses this problem. Does anyone have any ideas as how to fix this problem. Thank you

    kdesudo kate /etc/X11/xorg.conf

Thank you, I thought I tried that but must not have. Now my only problem is that Kate opens up an empty xorg.conf file. If I go to the file in Dolphin, it is not blank. Why is that?
