Edit as Root Now Moot?

In 8.4 Kubuntu (64 bit) there used to be the rt. click option for edit as root. In 9.4 (64bit) on my lappy, it is gone.

Since there really isn't a true root account, it is really annoying to have to go to the terminal to do sudo kate or something just to edit a config file.

Can I get it back? IF so how? (This wasn't an upgrade install, it was a clean slate for my laptop.)

Anyone know why this isn't included in the kubuntu release? Seems like most people want this functionality...
