Generally Ubuntu does not officially make available new versions of applications until the next 6-months release.
The text at the kde.org site is a bit ambivalent about the main reason for this version but Ubuntu must, at least for the time being, have decided this is more than a bug fix.
Personally I think Ubuntu only has to upgrade when development and bug fixes to the previous version are no longer available.
