Kubuntu 9.04 running KDE 4.2 blocks

Dear all,

I'm running Kubuntu 9.04 with KDE 4.2 and quite often I encounter this problem:

Basically, everything is blocked. The mouse cursor moves but clicking on anything doesn't work. When this happen I have to restart through the power button of my laptop.

By the way, how do I disable the automatic disk check after an irregular restart/shutdown?
