Start Lircmd - no /dev/lircm

Cannot start lircmd. Doing this command /etc/init.d/lircd restart results in these messages:

lircmd: could not connect to socket
lircmd: Connection refused

Believe that the socket referred to is /dev/lircm which is nonexistant. How do I add it?

I know nothing about lircmd but are you starting it as root (i.e. sudo)?
