You can install it now if you run

sudo apt-get update

to update your package lists provided that you have this in your list of sources:
deb http://ppa.launchpad.net/kubuntu-experimental/ubuntu intrepid main

After you do that, the update manager should appear.

Well You were correct. I now have KDE 4.2 B2 installed on my system.
