Probably you are saying "desktop" for what you see on the screen, but in KDE 4 it is not = the contents of your /home/rusty/Desktop folder.
To see the contents of the /home/rusty/Desktop folder on your screen, you need to add the "Folder View" widget, and set it to show the contents of your Desktop folder.

just click on the settings knob (appears when you move above the widget window - in case it is not locked - the little "screw-wrench" icon on one of the sides) of the new folder widget and a new window appears where you can change to the folder you want to get displayed. E.g.: /home/rusty/Desktop
