Just installed II RC yesterday, and while trying to tweak things, I tried to set up Konqueror to open folders in a new window.
Settings -> Configure Konqueror -> File Management -> Open folders in separate windows is checked
I clicked "Apply" and "OK"
I click to open a folder and it opens in the same window. I can do a right click and manually open windows and tabs, but the default click still opens the folder in the current window.
This wasn't a problem in 8.04 using KDE 3.5.9, but the click problem was also in 8.04 with KDE 4 for me. I figured it would get sorted out at some point.
Apparently Konqueror does support the new window feature in 4.1.2 because this thread:

talks about the exact opposite problem in OpenSUSE - every click brings up a new window.
Maybe it is the distro?
One other point that may help debug is the "Show Delete Menu" check box on the same settings page. I check it, then hit apply and ok, and every time I go back to see how it is set - it is always unchecked. This is interesting because the "delete" menu does show up on the options for a file, and my trash folder is empty.
