Basically, 4.1 has an option to "Restore a Manually Saved Session" at startup, but no one added the option to manually save a session!
To me, this was always the best way to operate - no need to worry about shutting down a ton of transient apps before you reboot, and no worries about shutting down an app that you want to be present when you reboot.
