they must have hid it and I cannot find it

I don't think kde4 has this available yet. There are still a few things that 4 is missing by way of customizations, but not for long (4 has already come a long, long way in a short amount of time).

Yes, the KDE 4.1 don't have panel hide but the KDE 4.2 has:
