Problem Shutting Down

Anyone else had a problem getting their PC to shutdown recently?

When I select shutdown I get a flashing screen with a black border but my PC does not shutdown. I know Linux is still running because when I press the on/off switch the Kubuntu flash screen appears and my computer does a controlled shutdown.

Mine sticks just before the Kubuntu logo and receding bar should come on, just leaving me with a very scrambled shot of the desktop.

even restarting gives me a yellow screen mostly
