Can't get NumLock to turn on at startup

If I go to System Settings -> Keyboard & Mouse -> Keyboard -> NumLock on KDE startup, I see that the Turn On button has been selected. However, when I start up Kubuntu, the NumLock light fails to come on.

What do I need to do to get NumLock to turn on upon startup?

The important question is whether the NumLock is actually turned on, not whether the light is lit. I've gotten used to the condition where my NumLock is on when the light isn't lit and is turned off when the light is on!

Have you tried setting this to ON in the BIOS setup menu?
