bluefish and quanta are both very good, but are not wysiwyg editors, they are more or less text editors on steriods with a focus on html/php/etc. They do make code editing extremely easy, but you still need to know html a bit

Quanta has an instant "What cock-ups did i just make? button called "Preview", it shows an instant preview of your page.

I'm not disagreeing, but the steroids that Quanta are on are capable of turning a sweet, cuddly girlie into a Geoff Capes. YouTube of Geoff Capes winning the plumber-tossing event.

No matter which program you use to create your web pages, it helps to know a little html. And it's easy to learn. Lots of books and online help there.

I know some HTML (taught myself by taking a page, viewing it's source and then testing and trial and error). But I don't think I could build a site with it. It would be easier to just use a program. Kompozer seems good.

I figured out how to add a backgorund, but it still kinda seems plain, if the browser ignores images (portable device) then you don't even notice. If I goto the main page of operation420.net it still looks professional, even on a portable.

How would I like apply a template so my site is not just "text on a piece of paper" It's plain. Like a background and having the text positioned.

Start by reading the documentation and online help.

I read online help and all I found was how to apply a theme to Kompozer and not the site being built with it. In Front Page I goto format --> theme and I can pick a look for the site.
