I am by no means an expert, but the following may help you in your quest:
Open Adept and type in Vietnamese to see all the different language packs for kde, openoffice, etc.
Alternatively do anInstall what you require to have Vietnamese support.Code:apt-cache search vietnamese

Probably you can use scim to type. Me myself using Chinese character, which is available at Scim.
It is for Chinese, but probably simliar to Vietnamese
