Is the term "LTS" applied to Kubuntu simultaneously with Ubuntu to the same releases on the same basis?

My understanding is that it appears to be to do with kde. Because kde4 wasn't stable enough to be the main desktop for Hardy when it was launched, it had to be kde 3.5. However, there was doubt about whether kde itself would support 3.5 for the necessary time and there was therefore the danger of kde 3.5 issues arising during the support period that might never be fixed. Presumably that wasn't such an issue with the gnome desktop.
