I have installed Kubuntu 8.04 with KDE4 a couple of days ago, and i've noticed that something is going wrong. The option that lets you install widgets in the Add widgets window has gone missing since yesterday with no apparent reason. Any ideas what's causing that or how it can be fixed?

But this sollution deletes every setting.
Funny to see that for almost every problem in KDE 4, you should to delete this directory (and for some problems it sounds like: there is a mosquito in my house, go get my rifle ).
My advise: stick to 3.5.10, and upgrade when Kubuntu 8.10 appears.

No, that is just the brute force method. There are a bunch of config files in that directory and by deleting the right one your settings should be reset for whatever particular problem you're having. However, unless you know which file to remove, it's fastest to delete the whole thing. I don't like that method either, but that's why people keep recommending it.

I tried deleting the .kde4 folder, but as soon as I delete it another instance of it appears, and the button is still missing. I've also tried deleting the .kde folder and restart the x server but still the results are the same.

I had installed kde4 once, but reverted to 3.5.9 very quickly. So I can't give you any advise on that.
Only thing I can think of: has the package kubuntu-kde4-desktop been installed?
It is, btw, correct that a new directory is made directly after you deleted the .kde4.
