cp files from cd and change read-only permission to normal

Is there a hidden setting in kde(3) that lets me copy files from cds to hard disk not as "read-only", but will change permission to normal (can read and write)?

Yes -- well, not exactly "hidden". First copy all the files from the CD to your chosen partition. It might be a good idea to make a special directory, just for this purpose.

Open Konqueror as root (Alt-F2 "kdesu konqueror" with no quote marks) and browse to the directory where you saved all the files. On the directory icon/folder, right-click and choose "Properties". There is a "Permissions" tab -- click that. Down in the bottom are windows to set the user name and group name, and a check box to "Apply changes to all subfolders and their contents" -- check that, and put your user name in both the windows, and set the permissions to "Owner can view and modify". Click "OK" and you are good to go.
